FreeRADIUS doesn't care what IP the user has.

Perhaps you could explain more about the problem. Are the IPs assigned through RADIUS? Through some other means?
How does the user get 5 IP addresses? etc.
From the point of view of FreeRADIUS, it's perfectly fine for the user to have 5 active sessions.
