Building FR 4.0 on Ubuntu 16.04.1

Am running 3.0.12 in prodn, built 3.1.x as a playtoy thing, then thought
that as there wasn't much dev going on for 3.1 I'd try 4.0, again, just as
playtoy.

.... think I'll go back to 3.0.12
