If you are setting up a new environment you should be using
version 3. Version 2 is end-of-life and no longer supported.

In v3, just add one of debug_request, debug_reply, debug_control
or debug_all to the virtual server in sites-enabled.
See raddb/policy.d/debug for all of them.
