Can you describe the exact problem you are seeing? Why are you running these commands? What are you trying to do? What sort of system are you on?

Compiling lib_perl (I presume you mean libperl) is something for the perl mailing list.
Compiling rlm_perl is for this list, but, I really have no idea what the problem that you are trying to solve is - please provide as much information as possible, not just the stuff that you think is interesting.
