1) bbdd tunning
if your setup is mysql, create tables as innodb, or setup percona. Define buffers, etc...

tune linux kernel also, like swap file location, file descriptors ... google is your friend.
3) tunning freeradius config
read radius.conf file and adapt to your setup.
