Change Packet-Type after proxy

I am running Freeradius 2.2.8 on Ubuntu 16.04.

Is it possible to change the Packet Type after a proxy response? My goal is to query my home server, then if it rejects, id like to change that reject to accept and change some other attributes as well. I have it working to get a response from home server and I can change attributes but no the packet type. Any help would be greatly appreciated.
