Thank you very much for the response:  I know you guys answer a lot of questions.
I did as you suggested, and moved the rest into inner-tunnel authorization (and the logs show Cleartext-Password returned and recognized); however, the md5 module doesn't seem to see it.
I do apologize for the size of the logs...

You're calling rest in the outer "default" server.

You haven't got the Cleartest-Password attribute in the inner-tunnel;
it's in the outer.
Move "rest" from the default server to the inner-tunnel virtual server.
You'll also save a lot of load on your REST server by only querying it
once, rather than every EAP round-trip.
