i.e. the client is continually retrying and *not* finishing the authentication process. That means the client is broken.
Either that, or the AP is losing packets.
There is very little you can do to FreeRADIUS to fix the problem. You have to find out why the client is stopping part-way through authentication. And you can't find *that* out by reading the FreeRADIUS logs.
