Instantiation failed for module "preprocess"

Hi,

I tried but it says *touch: cannot touch '/etc/freeradius/huntgroups': No
such file or directory*
I also tried mkdir but not working.
There is a folder inside freeradius as huntgroups

Is there anything to do with permissions?
