  Use a supported version of FreeRADIUS.

  You're running a 3 year-old copy of a development snapshot.  It was never officially released.

  Use 3.0.18, or perhaps even the "master" branch.  And the master branch is *also* a development version.  So if things don't work there, the response will be "please supply a patch to fix it".
