i set the quote of Max-daily-session in /etc/freeradius/3.0/dictionary   is it right ?
and as i know i can run a mysql query to authorize a user !
so it will be mysql query that checkt for SUM(acctsessiontime)  and if bigger than 10800 in wont let user to be authorized !
DHCP leasse time is set to 30 minutes

You need to understand the equipment managing the users sessions...

It 'might' support quotas in some way including associated accounting.
It 'might' only support the default timeout options in which case work that out.
It 'might' claim to support the above options but not really work well because its behaviour is broken w.r.t. DHCP clients having leases longer than the timeout.

Note first step how does your equipment behave and what can you do with RADIUS attributes. Then work out what FR needs to do to get it to happen. One thing you can't avoid, however, is storing state, no matter how you do this you are tracking the time usage of a 'device' across distinct sessions.
