Supporting EAP-PWD with a whitelist

Hello,
we have a freeradius 3.0.17 server configuration which already supports EAP-TTLS and EAP-PEAP. We now want to add support for EAP-PWD. So far this has been quite easy (just enabling the pwd subsection of the EAP module), but I faced some problems with using a whitelist.
As our production setup is quite complex, I explain the issue via the smallest modification to the standard config. A full debug output of this is attached in [1].
A normal whitelist is done like this:

And this is used in the inner-tunnel:

This works as intended with TTLS. For adding PWD it does not work, as PWD does not check the return status of the inner-tunnel, this is intended. So I need to do the authorization in the outer server:

But this now kills the TTLS-Authorization, as users set anonymous as outer identity and this will get blocked in the outer server by the whitelist. A workaround could be to also add "updated = return" to the eap module of the outer server but that would destroy the whitelist for PWD again, as nothing after the eap module gets executed.
So I can either choose the above and PWD works, but nobody can use TTLS with an anonymous identity or I add the "updated = return" and every user in our database can bypass the whitelist via choosing EAP-PWD.
There are two solutions that I can see: (1) Either I only do the authorization in the inner-tunnel (also for PWD) and copy the result via the session-state attributes to the outer server or (2) I introduce an unlang if-clause to the outer server to handle EAP-PWD differently, like:

Has someone already used EAP-PWD together with a whitelist? What is the preferred solution? Or am I just using the configuration wrong?
