  The packages *you* use.

  The default debian rules build *all* FreeRADIUS packages for Debian.  This includes rlm_ldap, rlm_sql, even if *you* don't want to use LDAP or SQL.

  The solution is to edit debian/control so that it only builds the packages you need.

  Or, just install all of the packages it's complaining about, and then all of the FreeRADIUS packages will be built.
