  To do... what, exactly?

  The default configuration files contain a LOT of comments and sample configuration.  Reading them is helpful.

  If the firewall isn't sending accounting packets to FreeRADIUS, then fix the firewall.  No amount of poking FreeRADIUS will change the firewall configuration.
