The correct setting isn't in the default config either, but it's in the docs :-)
We had introduced the setting long ago to make the true/inner User-Name available to the WLC,
for better logging and debugging. Meanwhile, this use case has been covered in detail by
https://wiki.freeradius.org/guide/eduroam-logging.

This document suggests
          update outer.session-state {
              &User-Name := &User-Name
          }
which does the job.
