Freeradius Maillinglist breaks DKIM

Hi!

This mailing list changes the body of the message which breaks DKIM, which is not necessary and will lead to problems with DMARC secured domains. This problem can be solved on the mailing list side  - see  https://begriffs.com/posts/2018-09-18-dmarc-mailing-list.html

My question now is where do I report that bug? Is https://github.com/FreeRADIUS/freeradius-server/issues for a mailing list bug correct?
