Well, It could be pretty simple to just remove the Sleep-Mode (I have a similar QNAP here and I disabled it).
Btw, have you tried to start the radiusd in debug mode? e.g: radiusd -Xx, its helpful to see if the problem is
Really related to the delay caused by the Sleep-Mode.
Probably, you should see something in the logs about Failed/Timeout connection with sql
