You could try to use radsec, i.e. RADIUS over TCP
https://wiki.freeradius.org/glossary/RadSec
No idea about the current state of support in FR,
but there is a tiny software called radsecproxy.
Install it on either side of your connection and let it handle
the outside traffic over TCP/TLS.

This is e.g. in wide use between eduroam members.
