I does.

It's used as the input for the milenage algorithm (in this case).  Milenage then produces a set of authentication vectors.

You need to do some background reading on how this works.  EAP-AKA and friends are not intended for general consumption.  The bundled documentation assumes the level of knowledge of a telecommunications engineer.
