Freeradius Not working with Bits limit for Hotspots

Which are... what? You're leaving us to figure out what's going on. The next time, PLEASE describe what each debug is, and what it's supposed to be. The harder you make it for us to help you, the less likely we are to help.
And PLEASE also follow the guidelines at http://wiki.freeradius.org/list-help . These guidelines are also sent to you when you join the list. We need to see NORMAL debug output, and not anything else.
And posting debug output in-line is much better than attaching files.
FreeRADIUS doesn't "receive" Mikrotik-Total-Limit with 2147483648. It sends that in the Access-Accept.
If you read the rest of the debug output, and look for Mikrotik-Total-Limit or 2147483648, you'll see:
