Segfault, possibly fixed in 3.0.21

I uncovered a segfault when no home proxy servers are present. I
boiled down my configuration to an easily reproducible test case, and
made a Docker image to test:

I have a dummy eduroam server configured at the bottom of proxy.conf
and my sites-enabled/default file simply proxies all requests to that
server. Otherwise pretty much everything is right out of the default
config.

Using radclient, my first request is proxied to example.org, which
obviously doesn't respond. Eventually the home server is marked dead.
Then I send a second request, and freeradius crashes. I'll include the
complete debug output below.

Here's the mystery ... this is reproducible in 3.0.20, but is
seemingly fixed in 3.0.21. I reviewed the release notes for 3.0.21,
and don't see anything obviously related. Can anyone confirm this was
actually fixed, versus something that might reappear one day?

If it were a minor bug, I probably wouldn't care. But a segfault is
worth a little more digging.
