I will try to guess that you are talking about subscriber IPOE on cisco, nokia or juniper?

Freeradius is an authorization server, it does not contain a database service. The database is optionally connected according to wishes and fantasy.

The Freeradius server receives radius messages, according to which select is found to find the required record in the database
