How to make restrictions effective?

My FreeRADIUS server and MariaDB are connected to authenticate customers. When I add users to the database and limit the number of simultaneous login of the same user, I must run the "systemctl restart radiusd" command to make the restriction take effect. Is this necessary? Or does FreeRADIUS itself have a refresh mechanism, but it takes a long time? System version 3.0.21,Is there a better solution?
