FreeRadius v3.0.25 Radsec

Hi,

We've upgraded FreeRadius from version 3.0.10 to 3.0.25 and this has broken
Radsec (but not EAP-TLS). The error message from the server is:

(0) (TLS) OpenSSL says that the TLS session is still negotiating, but
there's no more data to send!

Did a packet capture to try and spot the differences and can see that the
server is sending RST packets to the client after Server Hello Done.
Previously this would proceed to the handshake phase.

The new version of openssl is: OpenSSL 1.1.1n  15 Mar 2022 (Library:
OpenSSL 1.1.1l  24 Aug 2021)

Any advice on how to debug this would be appreciated.
