 You've butchered the configuration and have broken it.  Why?

 The default configuration works.  See "man radiusd" for recommendations on how to configure the server.  Hint: it's not "delete random things", and then "wonder why it doesn't work".

  There is extensive documentation for not only how to configure the server, but also for what information we need in order to help you solve problems.  We're not going to "cut and paste" the documentation onto the list, even if it solves the problem.

  The responsibility is on you to (a) know what you changed in the configuration, and (b) follow the instructions in the documentation.  If you don't do that, there's very little we can do to help.
