These messages are being produced by the OS, and have nothing to do with FreeRADIUS.
There's probably a local service script to restart FreeRAIDUS. That script does a number of things when it runs, including file system things.
If the message doesn't appear in the FreeRADIUS log, then it wasn't created by FreeRADIUS, and it has nothing to do with FreeRADIUS.
