This debug output shows two instances of Relay-Agent-Information, and 
Vendor-Specific-Information is in the second.

This means you will need to use 
&Relay-Agent-Information[1].Vendor-Specific-Information

If the sequence is not consistent, replace [1] with [*]

It would be worth inspecting packet captures to verify that this 
representation corresponds with how the data is being received.
