  As Matthew said, you're editing the wrong file.

  Computers aren't magic.  If you edit a file, the edits show up in the changed server output.

  What's likely happening is that you've installed multiple versions of FreeRADIUS.  You're editing files for installed version X, and then running the binary from installed version Y.

  Don't install multiple versions of the server on the same system.  If you do, then be aware that you have installed multiple versions, and pay attention to which files you're editing.
