  Try simplifying the configuration, just for testing.

  Try also following the guide:  https://www.freeradius.org/documentation/freeradius-server/3.2.7/howto/simultaneous_use.html

  Then if it doesn't work, say what steps you did, which ones succeeded, and which ones failed.  Be specific.

  It is very difficult to help people when they're configuring a complex multi-step process, and the posts to the list say "I did a bunch of stuff and it doesn't work".
