You don't. FreeRADIUS is correctly responding to the requests it's 
getting. You fix the NAS that's sending the requests, or the end device.

This might be because the first proxying is taking too long, so the NAS 
times out, and sends another request. If that's the case you need to fix 
the server you're proxying to.

But there's nothing wrong with how FreeRADIUS is working here, and no 
updating the settings there will fix the problem.
