  Yes.

  You can upgrade a system in place, and the FreeRADIUS packages will *never* over-write an existing installation.

  Or, just copy all of the configuration files from the old system to the new one.  Just double check that all of the paths at the top of radiusd.conf are the same.   If not, edit them so that they're correct for the new system.

  Everything else depends on either relative directories, or those paths.  And with the exception of a few things that no one used, the configurations are 100% compatible between 3.0 and 3.2.
