I'd suggest using the latest 3.2.x packages - 3.2.8 - from 
https://packages.inkbridgenetworks.com/.  3.2.3 is nearly 3 years old 
now.  Depending on the reply options you're sending you may need to look 
at the head of the 3.2.x branch as there are a couple of DHCP related 
fixes which have gone in since 3.2.8 was released.

Do you have selinux enabled?

The standard RHEL policies will block various things that FreeRADIUS 
legitimately can do.
