I took the liberty to drop all DHCP-relaying code, i.e. freeradius cannot be used as a dhcprelay, freeradius *will* respond properly to a request forwarded through another relay. The DHCP relaying functionality is not really a functionality where there is much to decide or configure. It's best left to a dedicated DHCP relay daemon (they exist, are quite small and efficient). -- Stephen.
