radrelay broken in 1.1.5

Bug # 429 The recent changes made to radrelay.c for 1.1.5 rendered it unusable. I am seeing the accounting request sent and accounting response received, but the packet isn't marked as done and will be retransmitted. The patch is trivial, but I have attached it to the bug report. Kevin Bonner
