The DHCP relaying functionality is not really a functionality where there is much to decide or configure. It's best left to a dedicated DHCP relay daemon (they exist, are quite small and efficient).
The DHCP relaying code is in FreeRADIUS for a reason. While it doesn't work perfectly yet, there have been a number of requests for it. Alan DeKok.
