Yes so using return codes in unlang statements now works , which is what 
i was wondering.

so

module_foo
if(fail){
    module_bar
}

Though I suppose you could just use failover

failover {
    load-balance {
       sql1
       sql2
       sql3
    }
emergency_users
}
