Weird, since FR3 works just fine running as freerad, and it didn't even have cap_net_admin set.

FR3 doesn't update the ARP tables. That code needs to be ported from the v2.1.x branch. Updating the ARP tables is a whole lot simpler than opening a raw socket so that it can create unicast UDP packets. I'll see if I can update the sites-available/dhcp server to note that. Alan DeKok.
