GCC 5.2 has been packaged for RHEL: https://www.softwarecollections.org/en/scls/rhscl/devtoolset-4/ I've not used the GCC from it myself, but the SCL Python works fine - you just need to run a command to adjust the environment after login (or, source a file in your shell profile to make it persistent).
