i haved installed the radius, beleive [root@localhost sql]# /etc/init.d/radiusd status radiusd (pid 6519) is running.. It sound like you have just installed or downloaded the 'dialup_admin' package and not the freeradius one.
'dialup_admin' is part of the freeeradius package but is 'just' the web based administration interface. You also _need_ the freeradius system to administer.

Depending on where you got your freeradius and where you installed it, the DB schema should be included.
Check something like: /etc/raddb/sql/mysql/schema.sql
