attrs.pre-proxy should list two more attributes to enable EAP proxying:

EAP-Message =* ANY, State =* ANY

Just like in the case we had with the attrs file in FR 1.1.

And both attrs.pre-proxy and attrs lack the line for supporting Message-Authenticator Message-Authenticator =* ANY The Access-Challenges get crippled and EAP won't work without.
