attrs.pre-proxy: suggested new default list

Hi, after my first production installation of a FR 2.0 server, I have a small suggestion: attrs.pre-proxy should list two more attributes to enable EAP proxying: EAP-Message =* ANY, State =* ANY Just like in the case we had with the attrs file in FR 1.1.
