I'm almost certain you really don't.

This smells very much like an XY problem. What are you actually trying to accomplish, and what makes you think that "compile freeradius on windows" is the only solution?

I guarantee you that even "learning how to boot a linux VM in a windows server and forward two ports to the VM" is going to be easier than "try to compile freeradius on windows"
