V2 is mostly config compatible with V3, but there are some things you'll need to change manually before the server will start. The changes are documented here: https://github.com/FreeRADIUS/freeradius-server/blob/v3.0.x/raddb/README.rst It's strongly recommend that you install from scratch though - it depends on your use case but a lot of new functionality has been added to the server since V3 along with improved ways of implementing certain functionality (i.e. anything using Samba, LDAP, or any kind of database), which you'll miss out on if you use your old V2 config.
