It's a very straight forward process. I have a document that I've actually written as a Standard Operating Procedure to help our IT Department. It includes everything on how to get the FreeRadius server running with NTLM_AUTH but it's tailored to CentOS 6. If you can wait half a day or so, I would be happy to tweak it to Ubuntu 12, as I'm in the process of converting all of our FreeRadius servers to Ubuntu 12. So that's just part of the debug output. But, it states that the server isn't responding. Do you have either the UFW enabled still (Uncomplicated FireWall)? It's on out of the box and I had to disable mine on the Ubuntu servers. Ensure that it's not running by doing: sudo service ufw stop and then ensure it doesn't start after reboots by: sudo chkconfig ufw off Then kill the FreeRadius process, and restart it again in Debug mode on one instance, then radtest in another. Also, when posting your debug output, post all of the output from the section where it says "Listening on port xxxx" all the way to the section where it shows the final line. There's lots of valuable nuggets of info in there. Also, if you could, please put the entire service startup information in a text file and attach it so we can view that as well. There were a few things I had to do on Ubuntu in order to get it working. The out of the box deb package doesn't just "work" unfortunately. So give us all the puzzle pieces and we can point you in the right direction. Using it in my 2.1.10 installation I'll get some errors too but not at line 174 Looking at some hexdump of the end of your attached file (clients.txt) makes me believe your editor is not suited for this kind of files. Cleaning the file up fixed the problem I saw. Suggestion: Start over with a fresh version of clients.conf and edit the file with an editor which doesn't put fancy characters in it.
