No. Golang is a compiled language not an interpreted one. You can of course call a Go program using exec, or use something like protobuffs/JSON-RPC. If you need extremely fast communication you use mmap to setup a shared memory space. But as there's no interpreter, it's not possible to write an actual 'rlm_go' module...
