That seems clear.
(6) # Executing section authorize from file /etc/raddb/sites-enabled/inner-tunnel (6) authorize { (6) eap : Peer sent code Response (2) ID 1 length 22 (6) eap : No EAP Start, assuming it's an on-going EAP conversation (6) [eap] = updated (6) [files] = noop
And the user isn't found.
(6) eap : Calling eap_md5 to process EAP data (6) eap_md5 : Cleartext-Password is required for EAP-MD5 authentication
Which is why this fails. Alan DeKok.

Yes, I have files in authorize. But I can't understand where is my mistake. Users file at the end my message. server inner-tunnel { listen { ipaddr = 127.0.0.1 port = 18120 type = auth } authorize { # perl # preprocess eap { ok = return } # # Read the 'users' file files } authenticate { # Allow EAP authentication. eap } session { radutmp # # See "Simultaneous Use Checking Queries" in sql.conf # sql } post-auth { Post-Auth-Type REJECT { # log failed authentications in SQL, too. -sql attr_filter.access_reject } } pre-proxy { } post-proxy { # eap } } # inner-tunnel server block ################ Also my users [aae@aae-vm ~]$ more /etc/raddb/users stu Cleartext-Password := "x3DdEhgN" stu@sumix.com Cleartext-Password := "x3DdEhgN" [aae@aae-vm ~]$

Your files module has following config: # Loaded module rlm_files # Instantiating module "files" from file /etc/raddb/mods-enabled/files files { filename = "/etc/raddb/mods-config/files/authorize" usersfile = "/etc/raddb/mods-config/files/authorize" acctusersfile = "/etc/raddb/mods-config/files/accounting" preproxy_usersfile = "/etc/raddb/mods-config/files/pre-proxy" compat = "cistron" } So it uses /etc/raddb/mods-config/files/authorize in authorize section, not /etc/raddb/users.

So it uses /etc/raddb/mods-config/files/authorize in authorize section, not /etc/raddb/users.
The installation script makes a symlinks users to mods-config/files/authorize ( section "Create symbolic links for legacy files" in raddb/all.mk) -- Herwin Weststrate
