might I suggest that you fully obfuscate 'key 7' methods on cisco configs...you may have some throw away password for this example (me******pa) but others may read this and think its okay for them to pass around such values. please dont.... it would be better to put radius-server key XXXXXXXXXXXXXXXX thanks alan

You all can observe that you need to generate your own crypto key for radius-server key.
it might be worth a note that if you define 'type = cisco' then you can use some of the FreeRADIUS tools to interact with the NAS to probe sessions etc etc - this means sorting out the SNMP stuff on the IOS too. I would also ensure that ssh version 2 was running on the IOS platform as well. alan
