Your SQL server is slow, and is blocking FreeRADIUS. Fix the SQL server so that it responds, and the problem will go away. This message only shows up when the SQL server is taking 5-10s to respond to a SELECT statement. It *should* respond within a few milliseconds. Alan DeKok.
