Upon seeing Alan's response, i took the step of installing openldap on the radius machine and then trying it with the ldap module pointing to localhost. I am still seeing the same results from this. The only existing firewalls are on the machines themselves and the ip range of the servers are open with each other. Any ideas? It's a networking issue and has nothing to do with FreeRADIUS. The server is just a victim of the underlying problem.
