Unsigned. Except for one WiMAX attribute, which has type "signed".

It appears from the release notes for 2.1.8 that it is, but this is not noted in the dictionary file that I have seen so would like to confirm.

All RADIUS integers are unsigned 32-bit integers. Except for WiMAX. Alan DeKok.
